FG, World Bank Launch $500m HOPE-GOV Programme

The Federal Government, in collaboration with the World Bank, has commenced the implementation of a $500 million Human Capital Opportunities for Prosperity and Equity–Governance (HOPE-GOV) Programme to strengthen governance systems in the education and health sectors.

The programme is designed to improve financial management and human resource administration in basic education and primary healthcare institutions across the country. It aims to address long-standing inefficiencies by promoting transparency, accountability, and better use of public resources at both federal and subnational levels.

According to officials, HOPE-GOV will support reforms that enhance budget planning, personnel management, and service delivery, with a focus on improving learning outcomes in schools and access to quality healthcare at the grassroots.

The initiative is part of broader efforts to invest in human capital development, recognizing education and health as critical drivers of sustainable economic growth and social equity. The World Bank’s support underscores its commitment to strengthening public sector governance and improving service delivery for citizens.

Implementation of the programme is expected to roll out in phases, working closely with state governments and relevant agencies to ensure effective and measurable results.
