INEC Unveils New Voter Education Materials to Boost Participation Ahead of 2027 Polls

The Independent National Electoral Commission (INEC) has introduced updated voter education manuals aimed at addressing voter apathy and increasing citizen participation in the 2027 general elections.

In a statement shared via its official X platform, the Commission disclosed that the initiative was executed in partnership with both local and international stakeholders, including the Kimpact Development Initiative (KDI).

The updated resources feature a revised National Voter Education Manual alongside a specially designed Civic and Voter Education Manual targeted at young Nigerians, with the goal of encouraging informed civic involvement.

Speaking during the unveiling, Chairman of INEC’s Information and Voter Education Committee, Mohammed Haruna, raised concerns over declining voter turnout since Nigeria’s return to democracy in 1999. He noted that participation has fallen from over 60 percent in 2003 to less than 30 percent in recent elections, blaming the trend on poor voter motivation and limited civic awareness.

Haruna added that the manuals were developed in collaboration with KDI to enhance public understanding of the electoral process and inspire wider participation.

Delivering a keynote address on behalf of the INEC Chairman, National Commissioner Joash Amupitan warned that voter apathy poses a serious risk to democratic governance. He pointed to data showing a widening gap in participation, where a minority of voters determines leadership outcomes for the majority.

While acknowledging that the Electoral Act 2026 has improved transparency through stronger legal provisions and the use of technology, he emphasized that legislation alone cannot resolve declining public engagement.

“An indifferent electorate is a democracy in retreat,” the address stated, stressing the need for sustained investment in civic education to rebuild trust in the electoral system.

Also speaking, Team Leader of KDI, Bukola Idowu described the effort as a strategic intervention rather than a routine publication. He noted that the revised manual reflects current electoral laws, technological innovations, and changing patterns of political participation, while the youth-focused version is designed to empower young people as voters and change agents.

Providing further insight, INEC’s Director of Voter Education and Publicity, Victoria Eta-Messi said the updated manual aligns with provisions of the Electoral Act 2026 and includes key areas such as party primaries, campaign finance rules, and electoral offences.

She added that the material, structured into 11 modules, incorporates global best practices and enhanced digital engagement strategies to connect with Nigeria’s growing tech-driven population.
