World Bank trains over 2,000 Bauchi‎ civil servants

Over 2.000 Bauchi State civil servants have been trained by Public Sector Governance Forum and Development Project (PSGFD) to enhance  their capacity and service delivery.

PSGFD is a World Bank project being implemented in nine Ministries, Department and Agencies (MDA’s)in Bauchi state.
The project coordinator, Mohammed Aminu Ibrahim disclosed this in Bauchi at the end of a three days communications strategy workshop.
“We have trained over 2,000 civil servants across the nine components we are working with in the MDA’s in order enhance their capacity.The civil servants were trained in various field both in Nigeria and outside the country depending on the area of specialisation,”he said.
He said the project is aimed at ensuring effective utilisation and management of funds to achieve transparency and accountability and good governance for the people.
“We are working on  this reform project to bring about change in our society to ensure accountability and good governance to the people
and to ensure we have efficient law governing the management of funds,” he aded.
Ibrahim informed that the project consist of nine  component which includes public finance management, budget reform, external audit, accounting expenditure control and financial report.
Other components according to him were; human resources management, integrated finance management information, identification of tax payer system and public procurement monitoring and evaluation development.
The project coordinator stressed that the PSGFD is also working to improve the quality of report in audit departments saying the department can now produce report using statutory allocation.
“When we  kicked off this project in Bauchi, the accountant general report was being produced between 9-12 month but the statutory was  three month and we have been able to achieve that. Also Audit report was between 12 to 18 month but with our support, they have been able to do it within 5 month.
He noted that the PSGFD project  is also working with the state government to flush out all ghost workers from the system.
“We are working to know the staff that are on the pay role so that we can flush out all ghost workers. We wanted to do this reform in 2008 during the last administration of PDP but the government refused until when this administration  came and we discussed with the Governor and he accepted and since we commenced this reform, things has normalise,” he said.
