Stop dependence on Fulani animals – APC cordinator tells SE governors

In Eastern Nigeria, there was Obudu Cattle Ranch owned and operated by Eastern Nigeria Government, which supplied beef, milk and other dairy products to all Eastern Nigeria (today’s Cross River, Akwa Ibom, Rivers, Bayelsa, Imo, Abia, Ebonyi, Anambra and Enugu States). 
The cows at Obudu were not Fulani cows and no Fulani person worked at Obudu. It was the Nigeria-Biafra War that killed Obudu.
What I cannot understand is why today’s state government cannot or won’t create cow (and goat) ranches by themselves or encourage private indigenous citizens to do so, and save the state from dependence on Fulani animals.
If states in the South and Middle Belt – even in the Far North – become self-sufficient in beef and dairy products, the Fulani animals will no longer find roaming profitable. 
Roaming or open grazing is not just to feed and water the animals free-of-charge, it is also for the market wherever the animals roam to. Remove that market by setting up own ranches, and you won’t see the Fulani animals in your state again.
