OHCSF Approves NIMC Scheme of Service, Introduces New Career Cadres
The Office of the Head of the Civil Service of the Federation (OHCSF) has approved a dedicated Scheme of Service for the National Identity Management Commission (NIMC), marking a major institutional milestone and the first such framework in the Commission’s history.
NIMC described the approval as a significant achievement that reflects ongoing reforms under the leadership of its Director General and Chief Executive Officer, Engr. (Dr.) Abisoye Coker-Odusote. According to the Commission, the new Scheme of Service is designed to strengthen institutional capacity, improve workforce development, and align operations with global best practices.
The framework provides clear guidelines on staff cadres, promotion pathways, organisational structure, job responsibilities, qualification requirements, and professional standards.
It is also aligned with Public Service Rules and aims to enhance career progression and operational efficiency within the Commission.
Speaking during the formal presentation of the approved Scheme, Deputy Director of Scheme of Service, Organisational Design Department at the OHCSF, Mr. Imirhe Gabriel Nwagolo, commended NIMC’s commitment to institutional excellence.
He noted that the Commission is among a select group of federal agencies that have successfully secured approval for a dedicated Scheme of Service.
Representing the Director General at the event, the Head of Human Capital Management at NIMC, Mrs. Rhoda Jackden, expressed appreciation to the OHCSF for the approval.
She described the development as a major milestone for the Commission and reaffirmed NIMC’s commitment to the effective implementation of the new framework.
The approved Scheme of Service introduces new Enrolment, Card, and Commercial Cadres in addition to the existing career structures, a move expected to enhance service delivery and support the Commission’s mandate of identity management in Nigeria.
NIMC said the development aligns with the Federal Government’s public sector reform agenda and reinforces efforts to build a modern, efficient, and globally competitive identity management institution.
