NIMC: Shaping Nigeria’s Digital Identity Ecosystem Through a Robust Legal Framework

The National Identity Management Commission (NIMC) is strengthening Nigeria’s digital identity landscape with the recent signing of the NIMC Act 2026, marking a significant milestone in the nation’s journey toward a secure, inclusive, and technology-driven identity system.

The new Act provides a comprehensive legal foundation that enhances the Commission’s mandate, clarifies regulatory powers, and establishes stronger mechanisms for data protection, privacy, and service delivery. It is widely seen as a critical enabler for building a trusted digital identity ecosystem that supports national development.

Alignment with National Priorities.

The reforms at NIMC are strategically aligned with President Bola Ahmed Tinubu’s Renewed Hope Agenda and the Director General’s Five-Point Agenda. These initiatives focus on leveraging digital identity to drive good governance, economic inclusion, and efficient public service delivery.

Strategic Collaborations and Infrastructure Development

Since the signing of the NIMC Act, 2026, on 26th June, 2026, the Commission has deepened collaborations with various Ministries, Departments, and Agencies (MDAs), notably Ministry of Justice, Humanitarian, Education, Agriculture, Finance, Information and National Orientation, Nigeria Revenue Service, Corporate Affairs Commission, and others, facilitating seamless integration of identity services across government platforms.

The Commission now serves as the Certification Authority for Nigeria’s Public Key Infrastructure (PKI) and broader Digital Public Infrastructure, positioning the country to benefit from secure digital transactions and e-governance.

At the core of these efforts is the foundational identity system, anchored by the National Identity Database (NIDB), which currently holds over 136 million records. This robust database serves as the backbone for identity verification, social intervention programmes, and financial inclusion.

Human Capital Transformation

Under the transformational leadership of Engr. Abisoye Coker-Odusote, the Commission has placed strong emphasis on human capital development. Through targeted training programmes and manpower development initiatives, NIMC is building a skilled workforce capable of driving its digital transformation agenda. This is at the core of the NIMC Act, 2026. Staff of the Commission nationwide are being trained on the tenets and principles of the Act and in other areas of skill development. The recent signing of a new Scheme of Service further institutionalises career progression, professionalism, and service excellence within the Commission.

The Director General has consistently acknowledged the unwavering support of the Management and Staff of the Commission, whose dedication has been instrumental to the remarkable progress recorded.

Sustained Media Performance and Strategic Communication

In line with the progressive provisions of the newly signed NIMC Act 2026, the Commission has deepened its collaboration with the media. This sustained collaboration has significantly accelerated public awareness and adoption of digital identity across Nigeria. Through strategic partnerships, consistent engagement, and sensitisation campaigns, NIMC has leveraged both traditional and digital media platforms to create awareness, sensitise and engage Nigerians and Residents on the National Identity Number (NIN) enrolment process, promote data protection, and highlight the role of foundational identity in national development. This robust media synergy has not only enhanced the Commission’s visibility but has also fostered greater citizen trust and participation in the digital identity ecosystem, aligning seamlessly with the DG’s Five-Point Agenda and President Bola Ahmed Tinubu’s Renewed Hope Agenda.

As Nigeria accelerates its digital economy journey, the NIMC Act 2026 and the ongoing reforms at the Commission are set to play a pivotal role in delivering a secure and inclusive national identity system for all citizens.
