Major approvals from the Federal Executive Council (FEC) meeting – December 10, 2025

The Federal Executive Council (FEC), chaired by President Bola Ahmed Tinubu, approved several strategic investments across aviation, industry, security, tourism, and national infrastructure.

These decisions aim to enhance safety, strengthen industrial capacity, stimulate trade, and drive economic growth.

  1. Aviation Sector Upgrades

The Ministry of Aviation and Aerospace Development secured approvals for a comprehensive modernization of Nigeria’s airport infrastructure and communication systems. Key projects include:

  • Advanced Surface Movement Guidance and Control Systems (A-SMGCS) for Lagos (MMIA) and Abuja (NAIA) to detect runway obstructions and improve ground operations.
  • New modular air traffic control towers to be procured and deployed across eight airports nationwide.
  • Aeronautical frequency monitoring and interference-detection system to improve communication reliability between aircraft and ground control.
  • Upgrade and replacement of remote-controlled VHF radio communication systems at nine airports, including Lagos, Abuja, Port Harcourt, Kano, Ilorin, Maiduguri, Sokoto, and Wukari.
  • Biometric-enabled e-gates to be deployed at all international airports, expediting passenger clearance and strengthening border management.

These initiatives collectively aim to enhance air safety, operational efficiency, and passenger experience across the aviation sector.

  1. Industry, Trade, and Investment Initiatives

The Ministry of Industry, Trade, and Investment presented a set of far-reaching memoranda, all of which were approved by the Council:

a. Nigeria Industrial Policy 2025

FEC approved the Nigeria Industrial Policy 2025, a national framework designed to guide long-term industrial growth. The policy focuses on five pillars:

  • Infrastructure competitiveness
  • Sectoral diversification
  • Investment climate reforms
  • Innovation and digital transformation
  • Sustainability and green growth

The framework supports industrial clusters, special economic zones, technology transfer, and deepened local content in manufacturing.

b. Procurement of Electric Buses

200 electric buses will be acquired for the National Automotive Design and Development Council (NADDC) at a cost of ₦58 billion, with a priority on local assembly.
This supports Nigeria’s clean mobility transition and strengthens the domestic automotive industry.

c. New Headquarters for the Bank of Industry (BOI)

Approval was granted for the design and construction of a new BOI headquarters at Eko Atlantic City, Lagos, valued at ₦187.8 billion.
This will enhance the Bank’s capacity to support industrialization and SME financing nationwide.

d. Lekki Medical Tourism Park Infrastructure

FEC approved the construction of internal and access roads within the Lekki Medical Tourism Park, located in the Lekki Free Trade Zone and supervised by NEPZA.
The project aims to unlock the potential of medical tourism and attract health-sector investment.

e. Hosting of the Intra-African Trade Fair (IATF)

Nigeria will host the next Intra-African Trade Fair (IATF) in Lagos, with the refurbished National Arts Theatre serving as the main venue.
The event is expected to boost Nigeria’s competitiveness under the AfCFTA and attract large-scale manufacturing and investment opportunities.

  1. Security Enhancements

FEC approved the arming of forest guards nationwide, under the supervision of the National Security Adviser (NSA).
This measure elevates the status of forest guards to a more active security role, similar to the Civil Defence Corps by improving surveillance and response against banditry, kidnapping, and illegal mining in remote areas.
