Another Feather in Ajayi’s Cap as Tinubu Appoints Bichi NISS Chairman

By Olumide Bajulaiye

The appointment of former Department of State Services (DSS) Director-General, Yusuf Magaji Bichi, as Chairman of the Governing Board of the National Institute for Security Studies (NISS) has provided another opportunity to highlight the leadership, institutional foresight and professional judgement of incumbent DSS Director-General, Oluwatosin Adeola Ajayi, whose recommendation secured President Bola Tinubu’s approval for the appointment.

Tinubu approved Bichi’s appointment for an initial four-year term beginning October 22, 2026, following a recommendation by Ajayi, in a development that underscores the DSS chief’s role in supporting leadership continuity and experience within Nigeria’s security architecture.

For Ajayi, the recommendation is another notable milestone in his stewardship of the secret service. By recommending a former DSS chief with extensive experience in intelligence, security administration and operational leadership, he has demonstrated an appreciation of the value of experience in strengthening institutions responsible for national security.

The decision also reflects positively on Ajayi’s understanding of the importance of strategic appointments in the security sector. The leadership of the NISS, an institution dedicated to professional security education and capacity development, requires individuals who understand the complexities of intelligence work and the demands of national security administration.

Bichi, who handed over leadership of the DSS to Ajayi in August 2024, brings decades of experience to the NISS Governing Board. His background and familiarity with the intelligence community could help strengthen cooperation between security institutions and promote the development of professional expertise among security personnel.

Ajayi’s recommendation also offers a reminder that effective leadership extends beyond the management of an organisation’s immediate responsibilities. It includes identifying experienced hands, encouraging institutional stability and supporting the transfer of knowledge across successive generations of security leaders.

In a sector where continuity, discretion and institutional memory are particularly important, the ability to draw on the experience of former leaders can be valuable. Ajayi’s recommendation of Bichi provides an example of how collaboration between serving and former security chiefs can contribute to the broader national security framework.

Bichi succeeds A.A. Gadzama as chairman of the NISS Governing Board under Section 4 of the National Institute for Security Studies (Establishment) Act, 2019.

As the new chairman begins his four-year tenure, attention will turn to how his experience can advance the institute’s training and capacity-building objectives. For Ajayi, the presidential approval of his recommendation stands as a further recognition of his role in the leadership and institutional development of Nigeria’s security sector.

Ultimately, the development places Ajayi in the spotlight not merely as the head of the DSS, but also as a key participant in the process of identifying experienced leadership for an institution with an important role in Nigeria’s security education system. It is, indeed, another feather in his cap.
